Thank you very much for the kind review Mr. Jaramillo!  The reason why the agent does not always have change is mainly for safety reasons.  Agents are only allowed to have a certain amount of money in there store.  We try our best to make sure our agents are safe out there, and that sometimes means they might run out of change.
